The Omni Federal team is led by industry veterans across both the commercial and federal space leveraging experience in supporting Fortune 500 companies, Defense, and Intelligence agencies alike. We are driven not only by our leaders at the helm, but also the incredible team of subject matter experts driving innovation and delivery for those who serve and keep us safe.

Parag Thakker

CEO / CTO

Parag Thakker brings the strong delivery focus, strategic version and relentless focus on transformation for our customers. Parag is very passionate in solving customer problems with humility, collaborative attitude and has a great knack of keeping things simple and stupid.

Parag has built a strong Omni culture of people over process, delivery first mindset and delighting our users. Parag brings a wealth of commercial digital transformation experience working for large-scale commercial customers across manufacturing, media, retail, and finance. His experience and approach drives Omni’s mission, to deliver digital capabilities with exceptional user experiences to our warfighters, as they deserve nothing less.

Outside of work, Parag enjoys spending time with his wife and two daughters in Gainesville, VA, where they are busy with archery, tennis, lacrosse and other events. Parag and his family enjoy traveling, spicy food and are big 49ers and Texans fans.

Kevin Coyle

Chief Operating Officer

As part of the leadership team at Omni Federal, Kevin ensures Omni maintains and executes its business strategy, builds its brand within the market, delivers exceptional work for its customers and most importantly, takes really good care of its people. Omni’s culture is a huge differentiator for Omni, and Omni’s people are what make the culture.

Kevin has over 30 years of experience in technology, with the majority of that experience focused on helping organizations digitally transform and leading technology consulting firms in the commercial and federal market. Over the last few years, Kevin has focused on taking everything he has learned to help the federal government with digital transformation and modernization, with the goal of better defending our nation and better serving the men and women in uniform.

Outside of work Kevin enjoys cycling, surfing, paddleboarding, golf and any other activity you can find at the beach. He splits his time between Ocean City MD and Loudoun County VA, where he lives with his wife, two sons and super crazy Aussie Doodle.

Sameer Qudsi

Chief Innovation Officer

As Chief Innovation Officer (CIO), Sameer oversees the development and application of innovative capabilities across Omni Federal to support program delivery as well as company growth. Sameer’s background includes 13+ years at Lockheed Martin in a variety of technical and managerial leadership roles supporting Systems Engineering, Software Development, Cyber, Modeling & Simulation, C4ISR and Logistics across a wide range of DoD clients.

At Omni, Sameer leads Omni Labs, an in-house R&D environment. Sameer also serves as Program Delivery Executive on multiple strategic projects at Air Force, Army and Space Force ensuring we apply our innovative solutions to meet customer mission requirements. Furthermore, Sameer serves as a Capture Executive overseeing Omni’s Top Opportunities for growth ensuring we combine innovative technical solutions with a holistic capture strategy to win competitive bids.

Leigh Barnhill

Chief Financial Officer

As a member of the Omni Federal leadership team, Leigh works with the organization and its clients to provide support for the financial functions, including accounting, audit, corporate finance, pricing, Contracts, and IT.

Leigh has over 30 years of experience supporting companies of diverse sizes in the Government Contracting industry. Prior to joining Omni, Leigh was most recently the VP Finance at Bennett Aerospace and CFO at US Falcon. In addition, Leigh worked as vice president of finance at General Dynamics Information Technology where he worked with GD and predecessor companies for over 25 years.

Interests outside of work are collegiate sporting events, cycling, and spending time with his family. Having spent over 25 years in Northern Virgina, Leigh returned to his home state of North Carolina in 2016 where he and his wife reside in Raleigh.

Gabriel Bermeo

Portfolio Owner, Awesome Cheetah (Innovation)

Gabriel Bermeo is an executive with Omni Federal focused on running Omni’s Innovation Portfolio that designs, builds, and operates digital products for government clients.

He brings over 20 years of industry experience across Media and Financial Services. He creates value by blending commercial and federal best practices resulting in high impact solutions.

He is an expert in design and technology across eCommerce, Portal, and Mobile Applications. Currently, he is leading Digital University which is one of the fastest growing technical training platforms across the DoD.

Bobby Wilkes

Vice President, Customer Relations

Bobby Wilkes is a senior executive with Omni Federal focused on providing Mission Systems services and solutions for our government clients.

In his previous position, he was an independent consultant with Deep Water Point providing Executive and Strategic Support Services to increase the value of his client’s business. Additionally, he was a Senior Executive with the GDIT Defense Group responsible for strategy, growth and client relationships. In addition, he was a Vice President and General Manager with CACI, CSC and CSRA, responsible for the Air Force portfolio.

As a member of the Senior Executive Service, he served as Deputy Assistant Secretary of Defense responsible for advising the Secretary of Defense on policy for Afghanistan, Pakistan, and Central Asia.

Major General Wilkes was commissioned following graduation from the U.S. Air Force Academy. General Wilkes held command at squadron, group and wing levels, as well as the College of Aerospace Doctrine, Research and Education, and an Expeditionary Mobility Task Force. He was Director of Operations for Joint Task Force Southwest Asia during Operation Desert Fox and served during Operation Iraqi Freedom as the Director of the Air Component Coordination Element, U.S. Central Command, and as Director of the Combined Air Operations Center. He also served as the Joint Staff Director of Politico-Military Affairs for Asia-Pacific responsible for regional planning and policy supporting the U.S. Pacific Command, U.S. Central Command and U. S. Transportation Command.

General Wilkes was a command pilot with over 4,500 hours in the T-38, A-10, F-16, C-130, EC-130 and KC-10.

William “Bill” Bal

Vice President, Strategic Growth

William “Bill” Bal, appointed Vice President of Strategic Growth at Omni Federal in June 2023, brings a robust twenty-five-year background in defense and intelligence, initially shaped by his service as an Air Force Intelligence Officer. His active duty military career spanned diverse roles, from intelligence collection to targeting in global settings like the Balkans, Korea, Iraq, and Afghanistan. He served an additional eight years in the Air Force Reserves supporting the INDOPACOM J2.

Bill transitioned to the private sector in 2007 with Raytheon, where he was a business development manager and Systems Engineering for NGA and NRO programs. He held other senior roles at Macaulay Brown, the NRO, and Octo Consulting. He previously supported Omni Federal – where he significantly contributed to its initial growth in the Air Force and NGA markets from 2018 to 2020.

An Oregon State University alum, Bill holds several professional certifications in project and capture management. Outside work, he resides in Waterford, VA with his wife, Ashley, and their five children where he is active in the local community.

Chad Campfield

Portfolio Owner, Ft Campfield (Army)

As a retired Army Colonel, Chad serves as Omni’s lead executive for the Army portfolio. Focused on exceptional delivery to our Army customers and growth across the portfolio, Chad brings almost 30 years of leadership and expertise in delivering technical solutions to a wide range of organizations and programs.

Commissioned from the United States Military Academy, West Point as a rotary wing aviator (Blackhawks), Chad spent his early Army career flying and leading Soldiers of the 101st Screaming Eagles. Following completion of a master’s degree, Chad transitioned to serve as an Information Systems Engineer where he ensured delivery of all technical capabilities and requirements for all supported Army warfighters. Chad’s Army career culminated with brigade command with the HQDA G3, Command and Control Support Agency at the Pentagon. With his extensive leadership and experience commanding technical organizations, Chad understands our Army customers and ensures the very best in technical capability, modernization and digital transformation.

Residing in Rosslyn, Virginia, Chad spends his off time enjoying the Nation’s Capital Region with his wife, Tracy. As a member of the Board of Directors for DC Theater Arts, Chad enjoys the variety and expanse of plays and performing arts across the region. As a former college football player, Chad enjoys professional sports and is, sadly, a Cleveland Browns fan as well as a Capitals hockey fan. Along with sports, Chad and Tracy enjoy traveling and seeing new sites together.

Paul Cooper

Portfolio Owner, StormCoopers (Air Force & Space Force)

Paul Cooper is an executive with Omni Federal focused on delivering industry-leading products, services and solutions for our Department of the Air Force clients as Omni’s DAF Portfolio Owner.

He brings 20+ years of government acquisitions, program execution, and digital services delivery as a recently retired USAF Lt Col.

Paul was commissioned in the USAF in 2002 through Officer Training School. He has served as a squadron commander, electronic warfare and operational test engineer, systems control director for an AOC, Sr Weather Collection Systems Acquisitions lead, Maintenance IT systems branch chief, deployed with 18th Airborne at HQ CJTOIF, and most recently the CEO of BESPIN Software Factory, PEO Business and Enterprise Systems. As CEO of BESPIN he stood up and led a software factory responsible for mobile and cloud application development.

Paul currently resides in central Florida with his wife and 2 daughters.

Ryan Phillips

Portfolio Owner, Vega (Intel & Health)

As part of the leadership team at Omni Federal, Ryan oversees the Intelligence and Geospatial portfolio of programs, where his focus is on Intelligence Community customers and DOD Health Solutions.

Ryan has over 20 years of DOD technical experience. In the Army, he served as a C4I operator in the Air Defense Artillery where he performed operations and intelligence duties utilizing the Air and Missile Defense Warning system. As a Government Civilian at the National Geospatial Intelligence Agency, Ryan served as a Software Engineer, Program Manager, and Division Chief where he was the NGA’s first ever recipient of the David Packard Excellence in Acquisition award. At Omni, Ryan uses his experience as a Veteran, Government Civilian, and Contractor to provide the Intelligence Community and DOD Health customers the very best in digital modernization practices.

Outside of work, Ryan enjoys spending time with his wife and 2 daughters in St. Louis, MO who are busy with ice skating competitions, swim meets, and basketball games. Ryan and his family enjoy the summers traveling and spending time relaxing at the lake.
